Marriage licenses are issued by the Circuit Court Clerk of any city or county in the Commonwealth of Virginia.
The Marriage License Application process has been automated in the Clerk’s Office. Application Forms are available on the Public Access Terminals in our Customer Waiting Area.
Out-of-state-residents may apply at any Circuit Court Clerk’s Office in the Commonwealth.
Both parties must be present in order to obtain a marriage license.
No blood tests or witnesses are required.
This office requires a photo identification card as proof of identity.
Social security number or Virginia Department of Motor Vehicle control number is required.
The fee for the license is $30.00. Cash, Checks and MasterCard or Visa are acceptable.
The minimum age is 18 years old (§20-48), unless a minor has been emancipated by court order. Upon application for a marriage license, an emancipated minor shall provide a certified copy of the order of emancipation.

The fee for certified copies of the marriage certificate is $2.50 each.
There is a Marriage Commissioner available during business hours to perform the ceremony. The Commissioner’s fee is $50.00 (cash only). The telephone number is (757) 664-4175.
