Marriage License
- Marriage licenses are issued by the Circuit Court Clerk of any city or county in the Commonwealth of Virginia.
- The Marriage License Application process has been automated in the Clerk’s Office. Application Forms are available on the Public Access Terminals in our Customer Waiting Area.
- Out-of-state-residents may apply at any Circuit Court Clerk’s Office in the Commonwealth.
- Both parties must be present in order to obtain a marriage license.
- No blood tests or witnesses are required.
- This office requires a photo identification card as proof of identity.
- Social security number or Virginia Department of Motor Vehicle control number is required.
- The fee for the license is $30.00. Cash, Checks and MasterCard or Visa are acceptable.
- The minimum age is 18 years old (§20-48), unless a minor has been emancipated by court order. Upon application for a marriage license, an emancipated minor shall provide a certified copy of the order of emancipation.
- The Officiant must return the license within 7 days of the ceremony to:

- The fee for certified copies of the marriage certificate is $2.50 each.
- There is a Marriage Commissioner available during business hours to perform the ceremony. The Commissioner’s fee is $50.00 (cash only). The telephone number is (757) 664-4175.
