Senior Court Technology Systems & Applications Manager



Position Summary
The Norfolk Circuit Court Clerk’s Office is seeking an experienced, hands-on technology professional to manage, develop, support, and modernize technology supporting daily court operations. This position combines application development, PC and endpoint management, systems administration, Microsoft technologies, technical support, and project leadership. The position supports judges, law clerks, judicial assistants, Clerk’s Office personnel, and specialized court operations while coordinating with City of Norfolk IT, the Office of the Executive Secretary of the Supreme Court of Virginia (OES), vendors, and other technology partners.

Primary Responsibilities
• Application Development: Develop, maintain, troubleshoot, and modernize custom VB.NET, WinForms, WPF/.NET, HTML, XML/JSON, and PowerShell applications supporting court operations.
• Electronic Documents & eSign: Support electronic judicial orders, signatures, PDF generation/manipulation, scanning, OCR, document stamping, routing, imaging, and related electronic court workflows.
• PC & Endpoint Lifecycle Management: Manage the complete lifecycle of Clerk’s Office computers and related hardware, including hardware evaluation and selection, purchasing, receiving, inventory, imaging, configuration, deployment, upgrades, troubleshooting, repair, maintenance, replacement, and retirement.
• Desktop & User Support: Provide hands-on support for Windows PCs, laptops, tablets, scanners, printers, displays, peripherals, specialized courtroom/office equipment, software, and user issues.
• Systems & Infrastructure: Support Active Directory, Windows security, network connectivity, file shares, application deployment, authentication, and specialized court systems in coordination with City and state IT organizations.
• Microsoft Technologies: Support and evaluate Microsoft 365 Government/GCC, Teams, Teams Phone, Power Platform, Power Automate, Copilot/AI agents, and related technologies.
• Technology Planning: Research and recommend hardware, software, services, and emerging technologies; evaluate vendor solutions and develop internal alternatives where appropriate.
• Project Leadership: Manage technology initiatives from requirements and solution design through development, purchasing, implementation, testing, deployment, documentation, training, and production support.
• Court Technology Liaison: Translate operational needs into technical solutions and coordinate technology initiatives involving judges, Clerk’s Office leadership, City IT, OES, vendors, and other partners.
• Cell Phone & Mobile Device Lifecycle Management: Manage the complete lifecycle of Clerk’s Office cellular phones and mobile devices, including device and service selection, purchasing, carrier coordination, activation, configuration, deployment, upgrades, troubleshooting, replacement, inventory, reassignment, and retirement.

Qualifications
Strong candidates will have substantial professional experience across several of the following areas: VB.NET/C#, .NET, WinForms, WPF/XAML, Visual Studio, PowerShell, Windows 11, Microsoft 365, Teams, Active Directory, networking, PC imaging/deployment, hardware support, PDF/document technologies, scanning/OCR, and application deployment.
Experience supporting government or judicial operations, Microsoft GCC environments, electronic signatures, document workflows, Teams Phone, Power Platform, AI technologies, and mission-critical applications is highly desirable.
The successful candidate must be capable of independently troubleshooting problems across software, hardware, operating systems, networks, peripherals, and business processes, while communicating effectively with technical and nontechnical personnel.

The Role
This is not a traditional helpdesk, PC technician, or software-developer position. It is a senior, hands-on technology role responsible for both the physical computing environment and the custom software systems used by the Clerk’s Office—from purchasing and deploying new PCs to designing, programming, and supporting applications that automate court operations.

Recommended Salary: $105,000–$130,000 annually, depending on qualifications and experience.
